Is there a way for me to view the Elo distribution for a particular game, or barring that, is there any general rule of thumb for what the Elo distribution would generally be for games at BGA?

Or a way to see all players ranked by Elo for a game at least?

Ranking is displayed on the game's game page. It starts with Arena, labelling it as "current season" but the down arrow next to it offers an all-time option. You'll have to go 10 players at a time, but it gives you some idea of what rating distribution looks like, especially in lesser played games where it dives down fast.
