Is there any specific restriction to playing the "Bishop" card in Cities& Knights? I was recently shown I couldn't play it and wasn't sure why. In my next turn I could play it, no problem.

Before the first Barbarian attack has occurred, the robber does not get activated at 7s and no cards can be stolen with the Bishop card (i.e., it cannot be played).
