This is not a bug, please read the rules. You are to shuffle the deck between every round, therefore you are not ensured any specific distribution.

The following is not really aimed directly at you, but any who see this thread: please check and read the rulebook before making a bug report. I feel bad for developers who have to take the time to go through these ill researched and waste of time bug reports over things that are laid out in the rules. I get it happens, but it will happen a lot less if you try and actually find and quote the rules from the published rulebook where the developer got the game wrong.
