Okapi stable - can't play

Please verify why I am not able to play Okapi Stable card, even with raising the Sponsor card's power to 6. I planned the place, waited few turns, but couldn't play. What is wrong? Am I missing something?

You can rotate building tiles, but not flip/reflect them.
