The multiplayer rules are wrong here. From the official site: "If a player can't beat a card on his turn, he must discard an army card before passing the turn to the next player. If he owns no army card, he simply passes the turn." - No discard here. "When there are no cards left in the deck and quest zones, compare the number of cards in each player's army: the highest score wins." - Here is the sum of army and discarded cards of each player, which is much more likely to lead to draws.

I totally agree with you, but the developer doesn't seem to want to read the rules since he refused to fix this bug.
Which makes the game unplayable in multiplayer since there are too many ties.

You should ask the publisher, as the developer says they are following the publisher's request.

I've upvoted this bug. This is a fun game solo, and I think with the proper scoring would be great as a multiplayer. Has anyone contacted the publisher?

Since my last post I've bought and printed the physical version (highly recommended, btw). They have "revised rules" in them which match the BGA implementation.
Having played a bit more, I see the reason for it. What I'd love to see is to have the current method as the primary decider and then number of active cards as a tie-breaker. I don't know if the publisher would be open to having an additional tie-breaker that is not part of the main rules on BGA though.

The multiplayer rules have evolved, and those currently offered on BGA take into account a lot of thought from the game creator and are based on numerous games played on BGA in this mode.
When you can't beat a card on your turn, you already have very little chance of winning, so why further hamstring the player by removing a card from their army?
In the current scoring system, you add the cards in the army (hand) plus the cards in the discard pile to maintain an aggressive game.
There were too many ties that are now broken by the number of cards in the army (and therefore unused).
I now think the game allows for an interesting multiplayer mode.
Thanks to the developer and creator of the game who worked to make this game now enjoyable in this mode.
