Info about red thumb system?

I see lots of reference to "public red thumbs" and "private red thumbs". I understand the difference between them, but it isn't clear to me the mechanism for giving each. If I go to a user's profile, I do see red/green thumbs in the Reputation section that I can click on, but no indication of whether that counts as a public or private thumb.
I don't see anything in the FAQ.
Could someone explain the mechanism for giving each one?

The function that public red thumbs used to have has been deprecated, so maybe BGA is still using them somehow behind the scenes, but it probably doesn't matter much either way. That said, a private red thumb is when you click on "this is only my opinion" and a "public" red thumb is when you click on "no one should play with this person" and then have to specify a reason from a list of options.

I am pretty sure, that the number of red thumbs you can see on a user's profile, are the number of public red thumbs.

I tried to check where exactly I had seen the number of red thumbs on the player profile and I couldn't find it again even though I'm pretty sure that the player I checked has some. So I guess I remember seeing it from before the change. My bad

You can see whether *you* have red-thumbed the player. And I believe you can see a notice on *your* profile if you have a high amount/ratio of red thumbs, but I don't think you see the number.

Are you confusing it for the number of times the person has been expelled and/or ran out of time in a game? That is visible, but has nothing to do with red thumbs public or otherwise.
