How Is the "Recommended for" Real-Time/Turn-Based Designation Decided

I found a similar topic here, but this has to do with more than just one game. I noticed in the lobby for Expedition: Northwest Passage that there is a banner at the top reading "Due to its nature, this game is recommended to be played in turn-based." Then I checked the Games page, and there are filters for "Recommended in real-time" and "Recommended in turn-based."
But not all games with the "Recommended in turn-based tag" have the "due to its nature" banner. Also, some games like Spot It have to be played real-time, yet there's no "due to its nature, this game is recommended to be played in real-time" banner for it. Even more baffling, I saw at least one combinatorial game, Reversi, when filtering by recommended for real-time, and obviously Reversi is perfectly playable turn-based.
So what determines which games are specifically called out for the "Due to its nature, this game is recommended to be played in turn-based" banner? I've only ever played Expedition: Northwest Passage in real-time and do not understand that recommendation at all.
