What do the rules say about who starts the next hand?

“If you were the last player to play a card, you start the new round.”
So if you play a hand and every other player passes you start the new round.

In the End of a Round section it says
“If you were the first player for the previous hand, the player to your left starts the new hand by playing a card.”.
