I think it's in Black Speech--Mirdautas Vras means "It's a good day to kill," it's the name of a song by a metal band.

Found elsewhere:

And "Pilin en' temple" has something to do with a magic arrow

Pilin en templa literally means magic arrow - it's a spell

EDIT: The whole clue is a mixture of various phrases in different Tolkien languages + Abracadabra. It's probably supposed to be an incantation of some sort.
