Is THere a Way to Blacklist a Player

I was playing a 4 person Spacebase game and one of the players ran their clock down to almost zero EVERY TURN before doing anything.
I made note of the player but can't find a way to blacklist them so they can't join any of my games ever again.

You can go on their profile by clicking their name.
There, you will find a 'thumb down' option to never play with them again. (Barring few exception like tournament for example)

Does this prevent a player from messaging me? Just had a game with the most racist, perverted player who spent the entire game typing out profanities in all caps. Only to eventually get kicked out, and then he started messaging me privately. Does a thumbs down stop him from messaging me?

It should, but what's the downside of trying it to see if works? If it works, great. If it doesn't you're still in a better position than you are now because you won't be put in the same game as this person (except for tournaments).
Also, I hope you reported this person. These people thrive when no one bothers to report them so they keep getting away with it.

You should immediately report that player to the site admins. You should have done so the moment they started typing. Its important to understand that while the OP is taking a dislike to perfectly legitimate play that the behaviour you are describing is completely unacceptable and sanctions are enforced by BGA, the only thing that prevents them doing so is people not reporting.

I did report them. They then spent most of their turns typing in chat until they eventually ran out of time and got kicked. Then they began messaging me privately. No idea what even caused their attitude in the first place, honestly. I wasn't sure if giving him a thumbs down also blocked him or if he had just stopped messaging me. He was threatening to find me through my IP, lol.
