Just played a game where I had a size 5 enclosure touching rock and a size 5 aquarium, had enough money and upgraded animals to play fur seal but game would not let me, am I missing something?

I don't think aquariums count as adjacent water for purposes of placement. Rather the aquarium themselves must be placed next to a water icon. An each aquarium you build counts as a water tag. For this purpose its just like the aquarium sponsor card in the base game.

Exactly this. Aquarium does not create new water spaces on your Map, that would be crazy strong

Thematically it makes a lot of sense, and even the colouring of the tile helps support that.
But there is nothing in the rules to say that Aquarium should count as a water icon. So nice try, but unfortunately no.
