Occupation I played doesn't work

Hi; I played the Bean Counter occupation and it doesn't seem to work - I used 3 action spaces after playing that card and have not received 1 food after that. Do you know why?

Bean Counter only applies to the Round 1 - 14 action spaces, these are the ones that are revealed at the start of each round. (The first four are Improvements, Grain Utilization, Fencing and Sheep Market in some order.) When you use one of those spaces, 1 food is put on the Bean Counter card. Once there are 3 food on Bean Counter, you receive all 3 food (not just 1).
If you use one of the spaces that are always on the board (like Meeting Place, Forest, Fishing etc), it doesn't add 1 food to Bean Counter.
