Board Game Arena

Hi, how do new figures enter the game? I am playing 2-player games. Each Player starts with two figures, and the figure is passed to the other player when completed. But very soon there will be additional figures in the game, and I cant figure out when and why and how. Doesnt seem to be mentioned in the rulebook, isnt included in the game log. Help please?

Finally figured it out myself: you start with two figures lying on top of each other. Somehow missed that at first.

Maybe you know the answer to the questions I posed earlier?

How come I sometimes complete a figure, but I don't get to place a token (even though it's a color I need)? It just goes to the other player's turn.
