Can't take increase reputation action

Hi Guys,
Can anyone suggest why I can't take the increase reputation action with my association card? It has been upgraded and is currently on value 5. No workers (association meeples) have been used at all this round and the #2 spot just doesn't seem to be selectable. What am I missing?
