Nuclear Zone only placed on oceans

There is a glitch in nuclear zone - it is only letting me place on oceans when in fact it should only be able to be placed on non-ocean tiles

You should report bugs on the bugs forum; they usually request the table ID.

Just mentioning to you; I had something like this happen to me once- the temp bump triggered the ocean laying bonus on Tharsis. There was no bug. After I placed the ocean, I was able to place the nuclear zone anywhere.

then you are increasing to 0 temperature, so you are getting ocean bonus. Then it asks you to place ocean first and then you will be offered to place your nuke (as you can then collect additional adjacency bonuses).

This seems odd. The Nuclear Zone card resolution is what raises the temperature, which then results in the bonus ocean at 0 degrees. Why should someone be able to place the ocean first and then place the Nuclear Zone tile second and gain additional placement bonus? If the card were something like Giant Ice Asteroid that places Oceans and raises Temperature, then, sure, do those things in whatever order. But that is not the case with Nuclear Zone. The bonus ocean doesn't happen until the temperature is raised after resolving the effects of the Nuclear Zone card.

If I play a Greenery with the temperature at -2 and the oxygen at 7%, can I do the Ocean first and then put the greenery next to it? How does that make any sense?

It's the resolution of effects: The active player decides in which order effects apply.

For Nuclear Zone it's the following sequence:
1. Pay the cost and place the card face up in front of you (the latter being done automatically by BGA).
2. Place the following effects in the queue:
a) Raise Temperature 2 steps
b) Place Nuclear Zone tile

For greeneries, it's different:
1. Place a greenery tile (this is the trigger!).
2. Place the following effects in the queue:
a) Gain placement bonuses from placing the greenery
b) Raise Oxygen 1 step

For Nuke Zone, playing the card is what triggers the chain of events; for greeneries, it's the tile placement that does this.

I do not see it that way.

Are you saying the Nuclear explosion is NOT the trigger for raising the temperature? How does the temperature get raised without the nuclear explosion?

Playing the card "Nuclear Zone" without actually choosing a spot for the nuclear explosion cannot possibly raise temperature until the actual nuclear explosion happens, which means, the tile needs to be placed to mark where the explosion is happening.

I under resolution of effects and order of resolution.

When you play a card with multiple effects, those effects get added to a "pool" of options that you can choose from.
But, when a card's listed effects can potentially trigger subsequent effects, those subsequent effects are not part of the initial choices. They do not get added to the pool of available options until the triggering event happens.

In your explanation, you are saying that in the greenery example, nothing further can be added to list of available effects until after the greenery has been placed, because the greenery IS the trigger.

I agree. The Greenery tile is what raises the oxygen. Similarly, the Nuclear Zone IS what raises the temperature.

Let's not confuse this with Giant Ice Asteroid. A giant asteroid crashes, resulting in heat and water. The asteroid causes all 4 things, close enough to simultaneously that they can be resolved in any order. When a played card has unrelated effects, meaning, some are not directly caused by the other, of course the effects can be resolved in whichever order.

But with Nuclear Zone, you're saying that the actual nuclear zone is NOT the triggering effect? If the nuclear zone has not yet occurred, what is causing the temperature to raise? Words do not cause temperature increases. "I am going to cause a nuclear explosion!" does not crate heat. The actual nuclear explosion does, and once that happens, it is already happening in a specific place. Placing the bonus ocean down FIRST, before even doing the thing that created the heat to create the ocean, so that we can then place the event that triggers the entire sequence next to this ocean, is nonsense.

Is there a thread somewhere where someone in the Frix family supports this interpretation?

If we are going to play Nuclear Zone this way, then we can just use the card "plantation" to counter your greenery example.

Plantation: "Place a Greenery tile and raise oxygen one step". Well, two things are listed there, and OBVIOUSLY thing#1 is what triggers thing#2 (Just like Nuclear zone), but according to your own example, I can do either of those two listed things on the card first, so, at 7%, I choose to raise the oxygen to 8, thus raising temp to 0 for a bonus ocean, which I then place, and now, I'll place the greenery and get the adjacency bonus.

Is it not implied by the nature of the card that the intended resolution of the Nuclear Zone card is, "You are causing a nuclear explosion. ONCE CAUSED, this nuclear explosion generates heat, so, decide where to cause the explosion, and then carry out the SUBSEQUENT effect of raising the temperature twice." This is a clear situation in which, although the card says to do two things, one of them is very obviously a direct result of the other, and cannot possibly occur without the other one occurring first.

The Fryx family has said that some cards have abbreviated wording so as to not clutter up the entire card. Nuclear Zone seems like an obvious card.

Again - the wording of Plantation and Nuclear Zone are identical. "Do one thing and a second thing", with the word "then" obviously implied after "do one thing and".

How you see it is irrelevant. Official rulebook states order of effects is per players own choice. The only exceptions to this are marked on cards with a *.

In reality, yes, sure, the nuke is what triggers the heat bump. But this is not reality—this is a board game. Yes, it is a highly thematic one and basing most stuff on real events or real extrapolated events for that matter, but it is still just a game with a set of rules. And in this set of rules, the card being played is what triggers its effects. And Nuke Zone has 3 effects:

a) you place the Nuke Zone tile
b) you raise Temp two steps
c) you score -2 VP at game end

The latter is not an effect that needs resolution at the time of play but the other two are two separate effects that you, the player, can choose the order in which to execute them.

What I meant (obviously) by "that's not how I see it" is, "That's not how I interpret the official rulebook as it pertains to this card".

Is there a link to an official ruling that supports interpreting Nuclear zone this way but not a card such as Plantation?

It's a board game based on the reality of physics, including, that a nuclear detonation creates Heat.
There is a difference between:

1) As shipment is delivered and deciding which items to unpack first (Such as "Large Convoy", and
2) A card where one effect obviously CAUSES a second effect, in which case the card SHOULD have simply added a single word "then", as in, Place the Nuclear zone tile and THEN raise the temperature 2 steps, to avoid the obviously ludicrous scenario of placing an ocean that cannot yet exist (since the nuclear detonation has no yet occurred) to game the system out of 2 extra megacredits.

I highly doubt it was the designer's intent for this nonsense to occur, and that it is an accident of not thinking it would be necessary to add the words "first this, then this" to the card, since it is painfully obvious that the second thing cannot possibly happen first.

And why exactly would this ruling differ with regard to the card "plantation"?
