Board Game Arena

When I'm setting up a game there is a little toggle next to each option which says I can either lock that option or be flexible. However it does not say which is which. Can anyone say for sure which toggle is flexible and which is locked? The message doesn't change when I click it, it always says it is locked.

Flexible is to the right.
