I created a development account but I can't create a new game. I get this error:

You used 'test' which is a very common name for a project in a shared development environment.
Try 'TestGabryJoe' or something else.

Are you logged in on studio with your 0 account ? accounts 1 and more are only for express start and have no special rights.
