Would this game be too complicated for BGA? I hope this is the right forum.

Pax Renaissance has a much higher weight raring on BGG than Up Front, although I'm not sure if rules complexity correlates perfectly with programming complexity. City of Big Shoulders and Unconditional Surrender (an actual wargame) as well.

The real issue is, who's going to program it?
