You've chosen Vitor, probably because the other corp is very weak or Vitor is just plain bonkers, but when it's your turn you have absolutely zero information that points to which award you should fund because each award is even and nothing in your hand points you to a certain direction (or it doesn't point you into enough of a direction...would having Mine alone be enough to fund Miner?). Which award would you fund?

I usually do Scientist if I have no leads, as Vitor generally favors an engine setup and synergizes well with science game

Thermolist if not scientist to slow down the game. The idea is to drag out the game as long as possible and store up the heat throughout. My preferred fund as Vitor.

You can also just pass.

But by the rules, it should be then your first action next gen (all the effects are mandatory, this is not one of the 3 exceptions). Doesn't it work like that here?

Yes, of course, but you get 1 gen of information and can maybe then form a better decision.
