This is the only way to stop kingmaking/red thumbing to manipulate the arena scoring/rankings... stops people from creating new accounts, and even if they do, more money for BGA... eventually they will get bored of shelling out for new accounts they open... is this a possibility?

If you really think that can stop doing so, it's wrong. Check those player accounts. The premium status is largely irrelevant.
