Homeworld: Hull size build restriction.

Playing my firs solo game. I'm struggling to understand the economic phase, and homeworld production.

It starts with a hull-size restriction of 4. Where does that come from. Is it CP / 5 ?
I can't find anything in the rules.

I recently had a battle with a DM, and got a hit to my SY-3.
now in production the limit is down to 3. The CP still says 20 though. Is that meant to have been lowered?

side question: Why does it seem that it drops into the phase, do you want to colonise newly found planets? when I haven't recently found any planets, nor is it possible to colonise anything.

Hull size is determined by your shipyards. You start with four shipyards, each x1. (Rulebook 7.6 and 2.3.6)

CPs are different. Your homeworld alone gives you 20. Colonies will add more (+5 each). An opponent has to attack your planets themselves to lower this.

Where does it say you start with 4 ship yards?

So I presume they are treated individually and I lost one of those ShipYard's in battle.
The log just said a hit on SY-3.
