Hammurabi allowed to use 1 Military action as a Civil one only once, not each turn - CLARIFIED - Thank you!

I play my first game https://boardgamearena.com/6/throughthe ... =614143848

I have Pyramids (already built) and Hammurabi (already played).
Thus with Despotism I should have 5 Civil action (4 + 1 from Pyramids) and 2 Military ones.
Each turn I should be able to convert 1 Military action to the Civil one, correct?

But it was possible only once. Now I still have two Military actions and when I click Hammurabi
the red message appears at the top of the screen "You already used this effect during this turn"
But I didn't . The same was at my previous turn.

??? My mistake or bug?

If I remember correctly, activating Hamurabi doesn't immediately turn a Military Action (MA) into a Civil Action (CA).

Instead, after he's activated, the next CA you engage in, takes from your MA pool instead of your CA pool.

In other words, you won't see any effect when you click on Hammurabi, only after you try to play a CA AFTER you activate him.

Well, that's because you've reached your hand limit. Hamurabi let's you temporarily use an MA as a CA FOR the action. But it won't increase your hand size.
