Bug in living forest, cost me the win

At the last turn, I bought 4 cards, and the next turn, only 3 fire tile was put !!! It should have been 4 and I would have won
The rules are clear and it's one fire tile per cards bought
I think the bug comes from the fact that only 3 cards were left in the deck, but that doesn't mean there should be only 3 fire tile
Please fix !!! I am really mad cost I would have won otherwise
