My color is red.

I want to use "Human Experiments" (top card at the level-2, already developed) to convert 1 Population into 3-power ship and then Jump 2.
Since I have "Android Rights Movement" already developed (bottom card at level-3) I expect that I can pay 1 ore (instead of 1 population) for this action.

However, the I get the message "You may not have enough population to complete this action" and _no_ option to convert my 1 population into a ship. I only have option to jump.

Am I doing or understanding something wrong or is this a bug?

Androids Right Moment lets you convert one crossed out Pop symbol with an ore but not a "regular" Pop symbol. Remeber, that in the physical Board Game, you would take one of your Pop cubes/dices and turn it to the ship 3 side, to represent a ship. So you can not reduce the cost of those actions, where you would need the pop cube for a ship or an technology, only those, which would go into the reserve. That are the ones represented by an red x-mark.
