Penguin release gone wrong

I had a penguin in a non aquatic enclosure - when i came to release it would only let me release as if it were in the aquatic enclosure, despite this being already full and not enough space for the penguin to have been there. Is this a bug or am i missing something? Has anyone experienced anything similar?

Just read the glossary to see how releasing works, this is working as intended. In particular, animals are NEVER inside enclosures, this is just a misconception
