Black three meld when going out

Hi,

I am sorry to be trouble again but where does 'Black 3s may only be melded when you go out. The black 3 meld cannot include any wild cards, and it must be your final action - no final discard is permitted.' this interpretation of the rules come from?

I have always played you can meld black threes and discard on your final go. I have reread my Waddingtons official rule book and not found anything stopping that. I have looked at the two English rules listed on here. Also https://www.pagat.com/rummy/canasta.html and I can't find an explicit rule saying it has to be the last action. If I have missed it somewhere I do apologise.

From a play point of view this again makes going out really hard. Especially if on the 2 card draw variant. I wouldn't like to think how allowing a discard might be programmed. I guess it makes no difference if the black threes are forced to be melded last and then it can be a only done if the last card is discarded if there is one.
