Church and Gunpowder Tower

Would my Church work to use another player's Gunpowder Tower in order to send 2 of my workers to Deeds? If yes, where would my 2 workers come from? The market? And do they need to be exactly the same type of workers as those sitting on the Gunpowder Tower tile?
