Board Game Arena

Hi,
New player. First game and im using an Apple Mac to play. The game is asking me to place reinforcements but I can't figure out how to do it. Its showing a hand icon on the screen?

Suddenly after ages, a ship appeared under hand icon and a deployment area. Ok now but still no idea what happened?
