I do not think one should be able to see what type of goods the other person chooses to save at the end of the captain faze. The person that waits on the other ones to make their choices first, can benefit by adapting his choice accordingly. The choice ought to be secret and simultaneous. When revealed no one should be able to change the choice. You may understand what I mean if you have played Puerto Rico.

2. This is an intended option/choice in the official game rules, and it's resolved in turn order if multiple people pick it.

You have the choice to wait for your turn according to the player order, for both - storing goods after captain phase, and placing colonists in the mayor phase.
