I am playing as cultists, and I built a dwelling next to a hex occupied by a dwelling belonging to a player playing as nomads. My opponent auto-declined power and neither of us got any power -- should I have received one power?

If the opponent cannot gain any power due to being maxed out (all power in bowl 3), cultist benefit doesn't trigger.
