Terrain wins/losses

What does this mean when the game ends with players out of cards to draw? I have lost twice in a row this way and i dont understand. In these games ive have had more stars, more pieces on the board, furthest chain of people and/or person to the opponents base. So what is the criteria? This last game i had a monkey to place and the game just ended...

Hello,
the rules say:
The game also ends if a player cannot draw or place a Troop. In this case, compare your Medals:
If you have more Medals than your opponent, you win the game.
In case of tie, the player who ended the game loses and their opponent wins.
If the rules were not applied in one of your games, you should file a bug report with your table number.

OK thanks. That's not anywhere on BGA. (Couldn't access BGG rules.) I do believe it gave me a loss when I triggered the end despite having more stars, but that game is lost to history now and I may be misremembering. Ill keep an eye out for anything similar.
