Can't re-trigger same line of personal domain in one turn?

Hello,
I am currently playing a game where, on my second turn, I tried to activate the same row of my personal domain twice in one turn. However, when I try to do this BGA says that "you cannot trigger the exact same line more than once in a single turn".
This seems like a balanced rule, and I'm not necessarily trying to challenge it. My question is this: where in the rulebook does it say this? I've read the whole book front to back and can't find any mention of this.
For those curious how this is possible:
- Placed a die outside the wall to do a warrior action
- 3-cost dojo gives personal domain action
- Activate top row to gain 1 food and a gardener action (I still have the starter card)
- Gardener action gives another personal domain action for 4 coins
- From here, I want to activate top row again to get 1 more food and another gardener, but this is not allowed
