Next trick rule error

It seems that when a player wins a trick, the next player to play is always the next one in turn order
But in the rule, we can read :
Next trick
• If at least 2 players still have cards in hand:
Whoever won the previous trick starts the next trick.
If this player has showed out, the player with the most cards begins.
Ties are broken by the player who is next in the order of play.
• If at most 1 player still has cards in hand: see Next round or End of Game.

It was like that in the beta, I think.
I think there was an attempt to implement it correctly, but introduced a new bug.
It specifically says that as long as two or more players have cards, the winner of the trick starts the next trick, UNLESS the winner showed out (ran out of cards), in which case the player with the most cards starts the next trick, and if that's a tie then it's next in turn order.
However, what I'm seeing in my games is that after someone shows out, it is ALWAYS the person with the most cards that is starting all subsequent tricks, not just the next trick after someone shows out.
So, for example, a player in my three player game goes out as winner of the trick. I have 9 cards left, the other player left has 6 cards. I start the next trick per the rule, and play a 4 card run. They pass, I win the trick. Now I'm down to 5 cards, they're still at 6 cards. I won the trick, I should be starting the next trick, but the game is giving them the start since they now have more cards - even though NOBODY ran out of cards in that trick.
That's wrong.

Moves #29 - 38 in this game will demonstrate what I'm referring to. You can see the same thing if you continue on past that through the next round.
