Players not in ranking

Why are some players not shown in the Ranking?
For example: The ELO of LKingdom and Zzzyyxas should place both in the Top 20 of the All time Ranking. But they are not there!

It could be that the all-time ranking only lists those who have played recently.

It is, "all time" means actually "last 60 days or so". To be clear, you keep your elo even if you don't play, but the ranking shows only those who have played at least one (ranked?) game in the last X days, I think it's 60, but it could be game-dependent too.
