What is the tie breaker rule when the points are the same at the end of the game?

There isn't one; it's just a tie.

In a tournament for example, where the winner moves on. How is it determined who moves on when it is a tie? I have seen this happen, I'm just not sure of the tie break. First player? Last to play? Fewest black bubblees?

I believe it's oldest BGA account.
The game itself still remains a tie.
