Why is the first deck of 30 cards?

I believe the rules say 15 Treasures, 15 Hazards, and 1 artifact for a total of 31.
But when the game starts, it flips one card and shows 29 cards.

There are only 14 treasure cards in the BGA implementation. An explanation of this by the developer (Morgalad) can be found in this thread:

The Japanese rules seem to have been out of date.
