Should there be a limit on how many accounts you can red thumb?

Right now players can red thumb an infinite amount of players. This results in people being red thumb for petty reasons. I feel like there should be a limit on the amount of players you can red thumb. This encourages people to only red thumb those that deserve it. I'm not sure what this limit should be (maybe 50?). I think also you should see a list of the people you red thumbed.

A red thumb says you don't want to play with someone. It may be unfriendly, but someone should not be forced to play with someone they don't want to. This situation already exists in tournaments, but need not be extended elsewhere.

The problem is, giving a red thumb can efficiently block other strong players from playing Arena mode:

As you already know, the exploit is way too easy and the return is very high. There should be something to prevent this at least.

That's a legitimate concern. And I'd wager the OP would have mentioned it if they actually had a legitimate concern like that. Instead, they just alluded to some ambiguous issue with pettiness without even articulating how it negatively affects them.
