a new appendix of the publisher changes the two "problems" :

1. one is allowed to eliminate only five cows (in total).

2. building 2a is ment "or" (not "and")

do this changes already work at BGA as well?

Building 2a seems too powerful. Do you have a solution for that one?
We have followed the discussions on this closely and consulted with the designers. For most of the players it does not seem to be a problem at all.

Then in the new version of the appendix (april 09 - 2025) directly accessible form the page with the comment above:
The dividing line between the actions was supposed to be a slash, i.e., when you use that building, you must choose between one of the two options

Yeah sure.

With about 100 game played, I too got no real problem with actual 2A, something like 3$ instead of 2$ would have been ok I guess, but the slash = meh....
I don't really like the 5 cows max trash either, I would have prefered a max # of worker that could be discarded by turn (3 maybe ?), wouldn't killed the trash strategy (like 5 cows max will) but would fix the broken part.

The new rules are online as of this morning. I hope you will like them. After consulting with the designers, the 5 discard limit is the new rule. The new 2a tile is an option for players who want it.

Note:

Removing cattle:
Each player may remove at most 5 cattle from their deck over the course of the game. For this
purpose, each player should keep a personal discard pile for the cattle they remove from their
deck—to keep track.

2a:
Also, many players have reached out to us claiming that the 2a building might be too strong.
If you are one of those players, either use the b-side of that building at all times or apply the
following change:
Building 2a
Consider the dividing line between the actions to be a slash, i.e., when you use that building, you
must choose between one of the two options:
• Either buy a bonus tile for $2 and end your turn
• or move your herder to the next location and carry out its actions.
You may not carry out both effects.

Personally, I think that 2a was clearly OP but I also think that making it a "OR" is an overkill.

I understand why they suggest that change over any other potential change as it is simple and visually it just change the direction of the bar but I don't think it was the best possible change.
I think that an increase to the purchase cost of the bonus to 4$ might have been better.
Especially when you take into account the change to the cattle removal rule (because there was a synergy between the 2a and cow removal).

But I'm happy with the change, I'll be curious to see how much action the modified 2a gets.
Too bad we won't be able to use the stats to figure it out because the stat will be common to both versions of 2a...

Ugh, just got hit by the 5 trash limit rule - I actually thought it was a bug until I read through the forums.

This really blows, and makes picking up the "trash a cattle" black ability not really worth it anymore IMHO. Exchange x2 would be better value most of the time. Particularly if you have access to a bonus tile or two with a trash action, or a building with a trash action.

Downvote from me.

Could we at least make it an option to disable it?
