Can anyone confirm whether BGA has misunderstood the 4 park objective?

Someone asked on BGG but didn’t get an answer, although it wasn’t in its own post.

Rules in box say present in a building around 4 parks whereas BGA states in a building in 4 parks.

Whilst it doesn’t really matter as long as the rules are applied the same throughout the game but I wonder if the designers chose one over the other because of balance.

The right answer is that you have to be ON the sites with parks, not around it. There was a mistake on the rules, it will be corrected on the next print.
