I’ve just played a game which abruptly came to an end before either of us had finished our goal piles. I checked the game log and it said I lost as I could not draw any more cards, but I can’t see anything in the rules that says this should happen - one set said that it results in a draw.

As this is a public domain game, there are many variants in the world.
I adopted this version because this version rewards the progress and encourages trailing players to break the standstill, especially in 3+ player games.

Did they lose because they were behind when the deck ran out, or because they happened to be the player that couldn't draw?

The former. The score has nothing to do with the player who triggered the game end.
