Over Hand Limit (Bug?)

I'm trying to understand if what I'm seeing in game is a bug or my misunderstanding the rules.
The rules state:
"You cannot have more than 9 cards in hand at the end of your turn. If you exceed this limit, you need to discard the excess cards to your personal discard pile next to
you."
However, I often see an opponent showing 11/9 or 10/9 cards in hand with no indication that they've discarded.
Is this just a visual bug or people sometimes not forced to discard? I'm assuming it's a bug as I've never gotten away with more than 9 cards in hand. Thanks!
