How is this game only rated 3 for luck? Seems to always come down to who gets the second chances and x2

Developer chooses what to give it so it's just a made up rating.

I agree though I'd personally say it's a 5/5 luck game due to how powerful the action cards are.

You can definitely make some informed decisions on when to stop and you can see that better players generally do better at the game. You play so many rounds that eventually luck smoothes out. Of course a 2x or a Second chance are good advantages, it's part of the game, but knowing the sweet spot to stop is also quite important.

If you want a push your luck game with less variance you could play "Can't Stop", even if that also has some strategy.

Hard to say there is any skill involved if you can go bust on the 2nd or 3rd card and all opponents have a Second Chance card :/
The rating should definitely be a 5 for luck.

There is actually an objective way to measure luck, just look at the winning scores in a season of Arena. Even though tile draws count for a lot at times, the best players at Azul can get to 2100, so luck for that game is fairly low. 7 wonders duel has winning scores more like 1900, so there is more luck there. For Flip 7, 1700 can win a season, so it is obvious that luck is extremely high relative to those other games.

This! That is indeed a very good way to see how much luck is involved in a game.

Flip7 is all about luck.

You are also forgetting that popularity of a game can skew thos numbers quite a bit
