Board Game Arena

Hi. I just started another solo game and alfreds first move was special action diary. He needed a yellow and blue but did not have a worker with both. I thought he paid for a dummy seal in coins if he didn't meet criteria but he remained on 8 bucks. Can he go to spots with only 1 seal fulfilled? Thanks.

From the rule book:

Alfred will only send a worker to the Special Action Diary if there are no other workers on the Special Action Diary. If there is at least one
worker on the Special Action Diary, Alfred attempts the next action option on their action card. The bottom-most available worker is moved to the
top-left or top-right worker placement spot within the Special Action Diary. The exact position is dictated by the action showing the worker going
to the left or right side. Alfred does not activate this action at this location, and the worker does not need to meet the Wax Seals requirements
for this placement. Instead, Alfred moves the Bonus worker 4 times on the Bonus track.

Ahhhh. Right thanks mate. Game just arrived son I better study up now. There's some quite good solo playthroughs out there but nothing that seems to really explain it concisely.
