It says that you only get points, namely, 10, if you make your bid exactly, but I had the same amount of points as an opponent but they got more points than me when both of us made our bids. It was apparent because I looked at our new amount of points right after we made our bid. The description in the game options states only 10 points are given, no other points are given.

I wonder where you see this description...
In options, when setting up a game, i see "Only exact bids score 10 + bid"
In Rules summary, there is "Blackout gain 10 + [bid]"
And that is indeed how the blackout works. If you bid x, an other player y, and you both succeed, you get x+10, the other player y+10

And the “positive” option says “1 point per trick”, meaning you get points for each trick you take as well.

Positive gives points whether the bid is correct or not.
