So it says, "... At the end of each person action, you can take Family growth action with that person.." How I read it, it means that the Family growth action has to be available in order to do so. So if the action has not come into play yet or is already occupied, CO cannot be used. Is this correct?
Whenever I have this card, I end up not playing it because of this logic. Once the family growth action becomes available, everyone is rushing to occupy it, so I'd rather place the meeple there directly than play Lessons and move on to growth family with -2 penalty points. But then, I can see it in Ban list for its assumed strength. So now I'm questioning myself

You basically get an extra action of family growth if you have space for it at the cost of -2 points. So you can just build and straight up grow into the room with the same action, completely skipping the growth Q. If you get room another way (Master Tanner, Den Builder, etc), then you can grow at the end of an action once that room available. Completely disregarding the growth Q without an actual dedicated action for it is immensely strong, also warps the game a fair bit, since the growth space becomes more available - that is why the card is banned.

Thanks for the explanation! So I was right in interpreting the mechanics, just don't have skills to play it also, it seems to be less useful when playing against people who are all lined up with spare rooms waiting for the growth action to become available, then you're anyways need to be the first player to jump in that wagon.

Not sure this was made clear. You do not need the « Wish for children » action space to have been revealed. From round 5, you can grow with any action as long as you have a spare room. For example, you could build two rooms with your first move round 5, grow with that move, and grow again with your second move while you take e.g. the day labor space. As you alluded to, the value of this card really depends on the round in which the action space « Wish for children » is revealed.

Similar to Autumn Mother. You don't need the action space. I was lucky to get a room and enough food to grow at the end of round 4 in a current game.
