Tournament timeouts and loss question

I have a question about tournaments, time outs and being kicked.
So I was in a Fluxx tournament, 4 players. One of the players timed out but nobody skipped his turn. He played his turn and we played another round of goes, but he was still in the red. Someone else skipped one of that players subsequent turns and then quit the game. The three remaining players won however myself and another player were eliminated from the tournament. My question is, how is the winning player determined in this situation? Is it the person to skip the absent player? The first to quit the game after the skip? Or is it random?
Thanks

In tournaments where one person is skipped, and other players need to be eliminated, the players with the newest registration date are the first to go.

There is a different process that happens if no overtime players are skipped, but the game doesn't finish in time. In that case, the players with the least time left on their clock are eliminated.

There are issues with both of these policies and there's been lots of discussion and suggestions about it.
