non-premium trying to select C& Knights option

When I go to the play page for Catan, it won't let me click on Cities and Knights nor does it let me click on the little switch below it to toggle the expansion so I can queue myself for a C&K game.

Is this because I'm a non-premium member?

How can I get into arena Cities and Knights games?

No one can get into an arena Cities and Knights game. The options for arena games are fixed for each season and every arena game will use those options. For Catan, the options are to use the base game. The options for each season are chosen by "gurus", which are just the 100 players that have played Catan the most (all games, not just arena ones). Some people think it is unlikely that Cities and Knights will ever be chosen by such a group of players.

Edit: I should point out that game speed is not one of the fixed arena options, so you can still choose that.

Ah, I see. Thanks.

I guess I have to wait until C&K gets more popular...

I don't think this is likely. As mentioned in a previous answer the system for creating arena settings works against C&K.

The players that play the most games are made gurus, they vote on the settings each season.

All things being equal people that play games that finish quicker are able to play more games and therefore are the people that end up picking the settings.

The current arena settings include;
  • Three players - Quicker than 4
  • Easy start - no early 7s means starting slightly quicker
  • Randomised start tiles - produces occasional very fast games with powerful single points dominating games
  • Base - much quicker than C&K
While it isn't true for all games on BGA a default to the settings that makes the games as fast as possible is a logical consequence of the guru system.
