Make quitters pay more ELO and karma

I would love to see harder penalties for people leaving games (by dropping out). I don't see any reason why not just half their ELO points and maybe also the Karma down to half.
I am so sick of playing games (even with people around 80% karma) that quits an hour into the game.

One reason is that the next player that beats them will earn much less elo than they deserve (and lose much more if they lose).

A harsher karma penalty can be argued for, but halfing elo points is simply ridiculous. Quitting or exceeding the time limit are bad practices, but there is no reason someone better at the game should be punished more.

Almost 3 years ago, I submitted suggestions to increase karma penalties and have higher karma standards for Arena players:

Would appreciate the thumbs up on these for anyone who agrees. I am delusionally hoping that with enough attention to the issue, we can have an improved game experience where we worry less about games ending prematurely.

I have no objections to quitting, the player lost their points for losing already. It's just another way to concede. Frankly it's better that than a player who wastes all of their time just doing nothing and has to manually be kicked out instead of leaving themselves.

Minus 10 Karma, and, minus 10 Penalty Elo, right? Seems harsh enough to me.
Keep in mind, sometimes a player didn't actually "quit", but lost their internet connection, or had an emergency, or whatever.
If a player is just quitting intentionally because of a bad starting hand, well, that's another matter. Give the player a red thumb, click" everyone should avoid this player", and avoid playing anyone with less than 85% Karma.

I read this report, and I cannot even determine what is being suggested.
[Whoops, never mind. It's in the title, which I had blocked by another window. My fault. Yes, Arena minimum should be 85%. I'll upvote the suggestion. ]

I am not upvoting this. I wish I could downvote it
The quitting problem is, someone with a bad starting can quit, and the opponent gets almost none of the deserved Elo.
What is the issue with someone quitting at the end of a game?
Wait, never mind. I see the issue. In a 3-player (or more) game, the quitter causes everyone else to get equal Elo and equal wins, even if one player was WAY ahead of the others. I agree that's unfair.
Okay, maybe I will upvote that after all.
But how do we punish those who are doing this out of spite (and repeatedly doing it) without severely punishing someone who had a legitimate issue arise?

Yeah. Let's make this punishment for internetional chess tournaments. When one player realizes he has already lost and forfeit, let's make his ELO halved. Than all chess players would be forced to do all the unneccisary moves to finish the game with checkmate. Is that what you want to see ?

Quitting is not conceding.
