I just upgraded my metropolis from level 4 to level 5

Don't I get to steal his metropolis?

If so, how do I steal it?

Just to be clear, you can only steal a metropolis from someone if you have level 5 in the same color as they have level 4.

I see you are in a game where you already had the blue metropolis. Raising blue to level 5 will not let you steal someone else's yellow metropolis. You will have to raise your yellow level to 5 before they do, to steal that one.
