How does the School Randomizer work?

When you randomly select your school at the start of the game, does it take into account that there are "two" Imperial schools, or just one?
So if you are first player, and you click random, do you have a 1/7 of getting Imperial, or 2/7 chance?

The play rates for Imperial are just about double those of Sylvan and Highland, so I suspect they're twice as likely to come up in the randomizer -- otherwise even a small fraction of players using the randomizer would bring Imperial's numbers closer to the other basic factions.

That seems to match what I've been experiencing, I get Imperial WAY more than the other schools. It makes it kind of a bummer to use Random.
I should clarify: we should expect to see Imperial more anyway, since both players can be Imperial even if it already got picked, because if you're second player and someone randoms a non-imperial school then you now have 0% chance to pick it, whereas whether the first player has a 1/7 or 2/7 chance to pick imperial you still have a 1/7 chance to pick imperial when they do.
